Tom O'Shaughnessy leads Amber's U.S. infrastructure activities and is one of Amber Infrastructure's founding members. Tom has over fifteen-years of experience in development, advisory and execution in the infrastructure sector. With an exceptional 20-year background in civil engineering and public sector advisory, Jerimi specializes in partnering with public owners to guide them through the planning and execution of complex programs utilizing data-driven processes for decision making.
Eivind is the leading infrastructure expert in complex procurement processes and progressive executions. A skilled strategist and negotiator, Eivind ensures public owners receive more expertise, higher flexibility, and accelerated delivery across all operations. Josh Smith has been instrumental in the development, financing, and asset management of higher education P3s across the country. He led the development of over $1.5B in project value.
Jimmy Parsley is a renowned, forward-thinking expert in the social infrastructure industry. Three decades of risk management, project infrastructure, and financial experience facilitates Jimmy’s direct oversight of the capital deployment for large infrastructure projects. Jimmy’s ability to successfully harmonize and secure international multibillion-dollar projects provides him with a deep bench of strength and an opportunistic approach that drives public owners through the unique complexities and nuances of infrastructure initiatives and delivery.

Joe Lee provides executive oversight and reviews the overall performance of CGL’s maintenance programs. Joe pioneered the outsourced maintenance movement for public entities in Georgia nearly 30 years ago and has since been responsible for more than 50 million square feet of public sector buildings. He has over a decade of experience implementing statewide maintenance programs for public owners.
