This strategic acquisition includes the addition of W. Robert Glass and David L. Runnels as the new Executive Vice President and Senior Director of CGL’s Western Division, respectively. RGA, which provides consulting services in the areas of criminal justice, building security, and planning, will bolster CGL’s existing expertise in social infrastructure and public facilities development and management. “We are very pleased to announce our merger with Robert Glass & Associates and the establishment of our long awaited California presence. Robert Glass, Founder and former President of RGA, will assume the role of Executive Vice President of CGL’s Western Division. Glass has been continuously involved in the planning and design of justice system facilities since 1979. His extensive experience covers work on 400 projects in 29 states; spans city, county, state, federal, and international levels; and includes facilities in all degrees of custody for adult men and women, juveniles, and inmates with special needs. Furthermore, Glass has obtained a national reputation for operational planning, programming, and design management; conceptualization and functional planning; and design, documentation, and application of security systems, materials, and technology used within justice system facilities. His ties to Justice Facilities Planning, Design, and Security Consulting are strengthened by his involvement in professional organizations such as the American Correctional Association, as well as his active participation as a speaker for conferences and organizations related to the justice system. Immediately prior to joining CGL, Runnels gained invaluable experience working for the Office of the Federal Receiver as Undersecretary and Chief Deputy Receiver/Chief of Staff. He has served as policy advisor to the Secretary for the State of California Department of Corrections and Rehabilitation, as Undersecretary of Operations, and Warden at High Desert State Prison.
